TARC Nonprofit Partnerships Program
TARC continually seeks ways to ensure all Louisville metro citizens are able to travel to the places they need to go. The TARC Nonprofit Partnership Program allows our nonprofit, governmental and educational partners to provide needed transportation services to their users.
Who’s Eligible for the Nonprofit Partnership Program with TARC
To be eligible to participate in the program, organizations must meet the following minimum requirements:
- Must be either tax-exempt under section 501(c)(3) of the Internal Revenue Code; or a Federal, State or Local government agency; or otherwise an educational or community service
- Must provide services substantially to people experiencing poverty and reside in the TARC service region and require transportation access services critical to education, employment, housing, and personal stability
- Must serve a charitable purpose
- Agree that fare media will be issued to clients and authorized staff only
- Agree that fare media will be used in support of the organization’s mission and not for resale
- Maintain accounts in good standing with TARC, with renewal on an annual basis
Application Process
TARC will review applications in the order they are received, and approve those that meet our criteria for the Nonprofit Partnership Program. Once approved, the TARC accounting department will create an account for your organization and you can begin ordering. It’s that simple.
Exclusive Partnership Products
Partners who are accepted into the program will be able to purchase exclusive partnership fare products on a limited use smart card. These limited use smart cards, not currently available to the public, are not reloadable and are disposable once the product has expired. Each card is $.80 each.
Products made available will include TARC’s full fare Passes ($1.50 single ride) and Reduced Fare Passes ($0.80 single ride). Reduced Fare Passes shall only be made available to Partners serving exclusively clients who meet the criteria for qualification for TARC’s reduced fare pricing structure (i.e. currently, students aged 6-17; Medicare cardholders; citizens aged 65 and older; and citizens with disabilities). Such Partners will be responsible for verifying client qualification by appropriate ID.
Exclusively for Partners, TARC will be selling the following products:
- 4-Hour Pass
- 4-Hour Reduced Fare Pass
- 30-Day Pass

Enrolling your organization in the Partnership Program is free, easy and takes just a few steps:
- Download the Partnership form here and complete.
- Write a brief letter explaining your organization, including how passes will be used and by whom
- Send the above, along with your IRS letter or W9 showing nonprofit status, unless you are a publicly funded governmental or educational organization, to: NonprofitPartner@ridetarc.org
- Someone from TARC will reach out to you in 7-10 business days to inform you of your certification.
