TARC proposes three minor amendments to service equity policies

Community members can learn more and comment at three upcoming open house meetings

TARC is asking for public feedback on three minor amendments to TARC’s service equity policies. Community members will be able to learn more and make comments at three TARC public open houses on April 22, 23, and 24.

Background

When large transit agencies make major changes to their services, they are required by federal rules to do a specific type of analysis. This is called a “Service Equity Analysis” (SEA). The SEA is required by federal law – specifically Title VI of the Federal Civil Rights Act of 1964. Title VI provides that no person shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal funding.

TARC periodically updates SEA policies to be consistent with best practices, ensure the most accurate and effective analyses of potential issues, and ensure clarity. The proposed amendments would clarify two definitions and allow TARC to analyze changes to multiple connected routes as one multi-route change, with all of the cumulative impacts. None of these would affect the core of the existing TARC policy.
